Main topics of the course: - general principles of law regulating the action of administrations - legal processes of the action of administrations - legal categories accounting for the diversity of the public organizations - the main legislation which governs the human and patrimonial resources of administrations The stress will be put on the incidence of the European law as well as the issues or controversies that are highlighted by current events.
Aims

At the end of this learning unit, the student is able to :

1 The students must acquire a adequate understanding and a good knowledge of administrative law, both concern-ing public authorities' action, and administrative organizations. This course must enable the students to per-ceive and evaluate the incidence of legislation over the action and the functioning of the administrations

Content
Contents: The course deals with the tools and constraints which are determinant for public authorities action: processes of authorities (licenses and authorizations, Police Force and administrative sanctions, taxation) and contractual practices (public concessions, public markets, public-private partnerships). It also approaches the methods of management of the public services: centralization, decentralization, private management, regulation of the liberalized markets, etc It presents, in relation to these two approaches, the basic elements of civil service law, of public finances legis-lation, and of public property legislation. Methods: lectures; case studies (jurisprudence or a selection of readings about current affairs).
