The course presents an introduction to the foreign policy of the EU, which is broadly defined as the the area of European policies that is directed at the external environment with the objective of influencing that environment and the behaviour of other actors within it, in order to pursue interests, values and goals. It discusses the nature, history, institutional framework and policy-making dynamics of EU foreign policy, followed by an analysis of its four main facets (CFSP, CSDP, external action and the external dimension of internal policies).
The aim of the course is (a) to understand the foreign policy of the European Union and the political dynamics behind it, and (b) to be able to critically assess EU foreign policy. The course analyses the nature, history, institutional framework and policy-making practices of EU foreign policy and it evaluates the various facets of foreign policy. The course indeed applies a broad understanding of ‘EU foreign policy’, which encompasses the following facets: Common Foreign and Security Policy (CFSP), Common Security and Defence Policy (CSDP), external action (trade, development, enlargement, etc.) and the external dimension of internal policies (environment, energy, etc.).
