The course is divided into three main parts
(1) Introduction to public policy (components, cycle, instruments), the Belgian institutional framework and the multi-level approach - historical perspective
(2) Actors and decision-making processes in public policy - analysis grid based on Knoepfel's triangle of actors
(3) The role of institutions in shaping and regulating public policy
Teaching methods
This is a face-to-face course with applications of the theories and concepts seen in the course to examples and/or case studies. The context of socio-ecological transitions will serve as the main cross-cutting theme to illustrate the different parts of the course. The aim of the various modules is to provide students with the specific knowledge and skills needed to produce an oral presentation and written work.
It should be noted that part of one class session will take the form of “individual coaching”, during which students will discuss their ideas for the written work with the teachers.
Evaluation methods
The assessment will consist of group work analysing a public policy related to socio-ecological transitions. Students will have to mobilize the concepts and analytical grids seen in the course to shed light on the evolution of this public policy over time. The work will be presented orally during the last class session (30% of the final grade) and may benefit from feedback from other students and the professor to be improved in a written paper (70% of the final grade).
IA guidelines
The teacher tolerates but does not encourage the use of generative AI. If used, they must be used responsibly (cf. ESPO note of July 2024). Students who decide to use generative AI as part of their written work will be required to provide a responsible use protocol, detailing the uses in accordance with current recommendations.

Bibliography
Une bibliographie détaillée sera intégrée au contrat pédagogique fourni aux étudiants lors de la première séance. Des lectures seront associées à chacune des séances, certaines d’entre elles seront obligatoires et devront être utilisées dans la réalisation du travail de groupe. Toutes les lectures seront disponibles sur la plateforme Moodle du cours.
