La vacance immobilière est une thématique à entrées multiples. Au premier chef, on ne peut manquer de comparer le stock de logements vides (15.000 à 30.000 pour la seule Région bruxelloise par exemple) à la file d'attente, imposante, pour intégrer le logement social (38.000 demandeurs à Bruxelles). Le rapprochement de ces deux réalités a quelque chose d'incontestablement interpellant. Il est également permis de s'interroger sur les causes de cette inoccupation endémique. Spéculation, manque de moyens, mauvaises expériences locatives dans le passé, problèmes de succession, ... : les raisons peuvent être multiples, on le voit, et il convient dès lors de se montrer nuancé. Autre sujet de réflexion : l'efficacité des mesures destinées à combattre la vacance immobilière. Réquisition, droit de gestion publique, taxes, amendes administratives, ... : les mécanismes sont nombreux en ce domaine, mais ne semblent pas toujours couronnés de succès. Comment d'ailleurs, plus généralement, concevoir la lutte même contre ce phénomène ? Faut-il adosser cette politique à des instruments exclusivement répressifs ou, bien plutôt, aménager des outils incitatifs au bénéfice des propriétaires ? Et quelle peut bien être l'action des associations dans cet exercice de résorption des situations d'inoccupation ? Plus en amont encore, la connaissance du phénomène de la vacance immobilière reste incertaine, en raison d'indicateurs statistiques eux-mêmes imparfaits. Or, il est malaisé de combattre une réalité qu'on peine à objectiver scientifiquement. A ces différentes interrogations, le présent ouvrage s'efforcera d'apporter des éléments de réponse. Ceux-ci seront livrés aussi bien par des chercheurs universitaires que des représentants politiques (tant au niveau régional que communal), des agents d'administration ou encore des associations de terrain.

Daylight is an important consideration in almost every architectural project. This title presents residential projects in which it is a fundamental feature of the design. The spotlight is on conservatories or winter gardens, built with glazed or opaque roofs depending on the climatic conditions. It was in the 19th century when winter gardens were first used as rooms where people met to converse and gossip, an extension of conventional living spaces. The work of Vladimír Dedecek (born 1929) is considered as a prime example of an independent socialist version of the Modern style. His main commissions were prestigious buildings designed and built between the 1960s and 1980s. Research in the creative fields of architecture, design, music and the arts has experienced dynamic development for over two decades. The research in these practice- and arts-based fields has become increasingly mature but has also led to various discussions on what constitutes doctoral proficiency in these fields. The term ‘doctorateness’ is often used when referring to the assessment of the production of doctoral research and the research competence of research students, but in architecture and the arts, the concept of doctorateness has not yet attained a clearly articulated definition. The assessment of quality has been practiced by way of supervising, mentoring and the evaluation of dissertations but much less discussed. This book offers perspectives on how to qualify and assess research in architecture, music and the arts. It creates a broader arena for discussion on doctorateness by establishing a framework for its application to creative fields. The book is grouped into three sections and includes contributions from international experts in the various fields working in Australia, Belgium, Brazil, Canada, Norway, Sweden, Switzerland, Spain, the Netherlands and the UK. The first section offers general frameworks for further conceptualising doctorateness in the fields in question. It is followed by a section that describes and discusses various experiences, concerns and visions on the production and assessment of doctoral research reporting from doctoral programmes in different stages of development. The third section includes future-oriented perspectives on knowledge-building processes, and asks how the ongoing, profound changes in academia could influence the concept of quality in both doctoral process and product. The book presents different perspectives on research assessment practices and developments of relevant criteria in the practice-based and creative fields of architecture and the arts. As London sought to use the Olympics to achieve an ambitious programme of urban renewal in the relatively socially deprived East London it attracted global attention and sparked debate. This book provides an in-depth study of the transformation of East London as a result of the 2012 Summer Olympic and Paralympic Games. Government and event organisers use legacies of urban renewal to justify hosting the world's leading sports mega-event, this book examines and evaluates those legacies.
