L’appel transnational du Partenariat Européen Européen  BioDivERsA+  Improved transnational monitoring of biodiversity and ecosystem change for science and society (Biodivmon)  est ouvert.

Cet appel se focalise sur 3 thématiques :

  • THEME 1 – Innovation and harmonisation of methods and tools for collection and management of biodiversity monitoring data

  • THEME 2 – Addressing knowledge gaps on biodiversity status, dynamics, and trends to safeguard biodiversity and to reverse biodiversity loss

  • THEME 3 – Making use of available biodiversity monitoring data

L’appel est dit transnational car le consortium sera international avec chaque partenaire financé par l’agence de financement nationale/régionale auprès de laquelle il est éligible. Pour les équipes UCLouvain, le bailleur de fonds est le FRS-FNRS ou BELSPO . Attention, la participation dans un même projet de partenaires belges financés par BELSPO et FNRS n’est pas autorisée !

Appel, guide et formulaire – BiodivERsA + Joint Call “Improved transnational monitoring of biodiversity and ecosystem change for science and society (Biodivmon)”

  • Soumission des propositions (pre-proposal) pour le 09/11/2022

  • Consortium: avec minimum 3 partenaires issus de minimum 3 pays différents participant à l’appel (dont au moins 2 partenaires issus de 2 Etats-membres de l’Union européenne ou associés).

  • Chaque partenaire du projet est financé par l'agence de financement nationale/régionale participante.

  • Chaque agence de financement a posé ses propres règles de financement.
  • Durée d'un projet: 36 mois.

Règlement FNRS
Les grandes lignes (pour le règlement complet : Règlement-FNRS pour les projets identifiés comme PINT-Multi) :

  • !!! Parallèlement à la soumission de la proposition, le FNRS exige une soumission administrative en ligne via leur outil E-SPACE (sélectionner l’instrument « PINT-Multi » pour la création du formulaire) dès la première étape. Toute non soumission en temps et en heure entrainera la non éligibilité du dossier et donc du consortium international. Désormais cette soumission sur e-space doit se faire dans les 5 jours ouvrables qui suivent la date limite générale de l’appel (i.e. 16 novembre 2022), en plus de la soumission au réseau BiodivERsA +.
  • Les entreprises de la FWB ne sont pas financées.
  • Jusque 300.000 € de financement
  • Les frais de personnel : 80.000€ en moyenne annuelle sur la durée du projet.

Les projets durent 3 ans. Néanmoins, dans le cas du financement d’un doctorant boursier, le financement du doctorant peut être prolongé d’une quatrième année après accord du F.R.S.- FNRS. La demande de prolongation doit être introduite 6 mois avant la fin du projet et doit être accompagnée de l’avis positif du promoteur ainsi que du comité d’accompagnement. Dans ce cas, la dernière année de thèse sera à charge du F.R.S.-FNRS.

  • Les frais de fonctionnement (dont les frais nécessaires au respect des règles en matières d’accessibilité « open » des publications, et éventuellement des données).
    • 20% maximum de votre budget pour la sous-traitance et les prestations internes
    • Publication d’un article en open access pour un montant maximum de 750 euros (PAS de frais de publication liés au "modèle hybride", i.e. les frais liés à la mise en open access de publications réalisées dans des journaux "classiques").
  • Les frais d’équipement : jusque 20% de votre budget.
  • Les overheads ne sont pas un coût éligible pour le FRS-FNRS

Règles et documents BELSPO

  • Les règles budgétaires du programme BRAIN-BE 2.0. sont d’application.
  • Le budget maximal 250,000 EUR max pour les partenaires belges d’un même consortium
  • Frais de personnel : (At least 60% of the total proposal's budget has to be devoted to staff)
    Si le personnel n’est pas identifié, les coûts de personnel sont limités à:
    • 6,075 €/month FTE for a scientist with a Master's degree (regardless of years of experience)
    • 7,500 €/month FTE for a scientist with a PhD (regardless of years of experience)
    • 4,200 €/month FTE for a technician/Bachelor (regardless of years of experience)

BELSPO prefers staff to be hired under a labour contract. However tax-free doctoral or post doctoral scholarships can be exceptionally accepted under the following restricted conditions. The total number of tax-free scholarships per project is limited to max. 50% of the number of staff financed within said project. In any case, there shall not be more than 2 tax-free scholarships/project. Tax-free scholarships refer to a grant subject to tax exemption under the tax laws.
The costs for scholarships are limited to a maximum amount of:

  • 4,050 €/month FTE for a tax-free doctoral scholarship (regardless of years of experience)
  • 5,250 €/month FTE for a tax-free postdoctoral scholarship (regardless of years of experience)
  • Equipement : à acheter dans la première moitié du projet
  • General Operating Costs: taux forfaitaire de 10% des coûts de personnel (15% en cas de coordination)
  • Specific Operating costs : Des Coûts de fonctionnement spécifiques peuvent être prévus pour l’exécution de tâches spécifiques au projet
  • Overheads=PAFG (à prévoir !) : 5% de la somme coûts de personnel et frais de fonctionnement
  • Subcontarcting : max. 25% du budget du partenaire belge

The transnational call for BioDivERsA+ Improved transnational monitoring of biodiversity and ecosystem change for science and society (Biodivmon) is open. This call aims to support transnational research projects (3-years duration) addressing one or more of the three (non-exclusive) themes below:

· THEME 1 – Innovation and harmonisation of methods and tools for collection and management of biodiversity monitoring data

· THEME 2 – Addressing knowledge gaps on biodiversity status, dynamics, and trends to safeguard biodiversity and to reverse biodiversity loss

· THEME 3 – Making use of available biodiversity monitoring data

This call for proposals is transnational i.e. the consortium shall involve partners from different countries ; each partner will be financed directly by its national/regional funding agency. i.e. FRS-FNRS or Belspo for UCLouvain.

General information about BioDivERsA+ Improved transnational monitoring of biodiversity and ecosystem change for science and society (Biodivmon)

  • Deadline 09/11/2022 (pre-proposal) 05/04/2023 (full proposals)
  • Consortium: Each application must involve eligible research partners from at least three participating countries ((including minimum two different EU Member States or EU Associated Countries).
  • Each partner is funded directly by its regional/national funding agency.

FRS-FNRS RULES

All eligibility rules and criteria can be found in the PINT-MULTI regulations.

- !!! Please note Applicants to F.R.S.-FNRS funding must provide basic administrative data by submitting an administrative application on e-space within 5 working days after the general deadline of the BioDivERsA call to be eligible (i.e. 16/11/2022). Please select the “PINT-MULTI” funding instrument when creating the administrative application. Proposals invited to the second stage will be able to complete the pre-proposal form and provide information for the full proposal upon validation by the F.R.S.-FNRS.

- Industrial partners and NGOs from FWB are not eligible for funding by FRS-FNRS.

- The maximum amount of requested funding for partners from FWB is 300.000 EUR for a total period of three years

- Personnel costs : max. 80,000EUR on an annual average

This call is co-funded : projects last 3 years. However, If the project involves the recruitment of a PhD student, the project duration of the F.R.S.-FNRS sub-project could be up to four years. The extension request must be submitted 6 months before the end of the project and must be accompanied by the positive opinion of the promoter and the support committee. In this case, the last year of the thesis will be at the expense of the F.R.S.-FNRS.

  • Operating costs (inclunding costs for « open-access » publications and data).
  • Subcontracting is limited to max. 20% of the total budget
  • Open access publication : maximum de 750 euros per article
  • Equipment is limited to max. 20% of the total budget
  • “Overhead” is not an eligible cost.

BELSPO specific Rules:

  • Financial Rules : BRAIN-BE 2.0’s financial rules are applicable
  • Maximum budget : Within a single project proposal, the maximum Belgian contribution can be up to 0,25 Mio. €
  • Staff costs: (At least 60% of the total proposal's budget has to be devoted to staff)

If the staff is not identified by name in the proposal, staff costs are limited to the following amounts:

  • 6,075 €/month FTE for a scientist with a Master's degree (regardless of years of experience)
  • 7,500 €/month FTE for a scientist with a PhD (regardless of years of experience)
  • 4,200 €/month FTE for a technician/Bachelor (regardless of years of experience)

  • Specific Operating costs : can be calculated for specific operating costs to execution of the project tasks
  • Overheads=PAFG (mandatory !) : 5% of the total staff and operating costs
  • Subcontracting : max 25% of the total budget allocated to the Belgian partner concerned.
