Pre-call for proposals : Public Health Emergency Action dedicated to COVID-19 variants

The Horizon Europe Work Programmes for ‘Health’ with two specific actions as part of the EU response to the COVID-19 pandemic and to the rising spread of SARS-CoV-2 variants, were adopted and published on 31 March 2021 on the Horizon Europe Funding and Tenders Portal.

Specific Actions:

  • Support for the development of large scale, COVID19-related cohorts and networks beyond Europe’s borders, forging links with European initiatives as a global response to the pandemic;
  • Conduct of vaccine & therapeutic trials to boost prevention and further inform public health policy and clinical management.

Some clarifications from EU COM - RTD SPC HEALTH to the following points:

· On the potential targeting of beneficiaries:

Both actions will be implemented via a ‘request for an Expression of Interest’, following the same approach as with the 1st and 2nd Expression of interest for COVID-19 in 2020. This means that it is open.

There are no actions intended for targeted beneficiaries in this call.

  • On the collaboration with the existing Horizon2020-funded projects such as VACCELERATE, RECOVER or EU-RESPONSE

Applicants should not contact the clinical trials networks before they submit the proposal as this would lead to work overload for the applicants as well as clinical trials networks. Applicants should in their proposal indicate which networks would be relevant for their proposed work (VACCELERATE, RECOVER or EU-RESPONSE), if their application is successful the connection will be facilitated between the coordinator/project and the relevant network when the grant preparation will start. By this facilitated process we hope to minimize the work for both applicants and the clinical trials networks.

  • On the use of the portfolio approach

We expect to fund at least one vaccine trial and one therapeutic trial under the topic on “clinical trials” and this will be indicated in the actual topic text. This will guide the experts in their evaluation and will apply the portfolio approach foreseen under Horizon Europe.
