L’appel transnational SBEP – Sustainable Blue Economy Partnership est ouvert.

Call Themes:

  • Planning and managing sea uses at the regional level
  • Development of offshore marine multi-use infrastructures to support the blue economy
  • Climate-neutral, environmentally sustainable, and resource-efficient blue food and feed
  • Green transition of Blue Food production
  • Digital Twins of the Ocean (DTOs) test use cases at EU sea-basin scale and the Atlantic Ocean

L’appel est dit transnational car le consortium sera international avec chaque partenaire financé par l’agence de financement nationale/régionale auprès de laquelle il est éligible. Pour les équipes UCLouvain, le bailleur de fonds est le FRS-FNRS ou BELSPO.

  • Consortium: minimum 3 partenaires issus de 3 pays différents participants à l’appel.
  • Chaque partenaire du projet est financé par l'agence de financement nationale/régionale participante.

Règlement FNRS

Les grandes lignes (pour le règlement complet : Règlement-FNRS pour les projets identifiés comme PINT-Multi) :

!!! Parallèlement à la soumission de la proposition, le FNRS exige une soumission administrative en ligne via leur outil E-SPACE (sélectionner l’instrument « PINT-Multi » pour la création du formulaire). Toute non soumission en temps et en heure entrainera la non éligibilité du dossier et donc du consortium international. Cette soumission sur e-space doit se faire dans les 5 jours ouvrables qui suivent la date limite générale de l’appel (i.e. 21 avril 2023), en plus de la soumission au niveau du réseau européen.

  • Les entreprises de la FWB ne sont pas financées.
  • Jusque 300,000 € de financement.
  • Les frais de personnel : 80,000€ en moyenne annuelle sur la durée du projet.

  • Appel co-financé Les projets durent 3 ans. Néanmoins, dans le cas du financement d’un doctorant boursier, le financement du doctorant peut être prolongé d’une quatrième année après accord du F.R.S. FNRS. La demande de prolongation doit être introduite 6 mois avant la fin du projet et doit être accompagnée de l’avis positif du promoteur ainsi que du comité d’accompagnement. Dans ce cas, la dernière année de thèse sera à charge du F.R.S.-FNRS
  • Les frais de fonctionnement (dont les frais nécessaires au respect des règles en matières d’accessibilité « open » des publications, et éventuellement des données).
  • 20% maximum de votre budget pour la sous-traitance et les prestations internes
  • Publication d’un article en open access pour un montant maximum de 750 euros (PAS de frais de publication liés au « modèle hybride », c’est-à-dire les frais liés à la mise en « open access » de publications réalisées dans des journaux « classiques »).
  • Les frais d’équipement : jusque 20% de votre budget.
  • Les overheads ne sont pas un coût éligible pour le FRS-FNRS

  • Frais de personnel :

Si le personnel n’est pas identifié, les coûts de personnel sont limités à:

  • 6,700 €/month FTE for a scientist with a Master's degree (regardless of years of experience)
  • 8,250 €/month FTE for a scientist with a PhD (regardless of years of experience)
  • 4,750 €/month FTE for a technician/Bachelor (regardless of years of experience)
  • Equipement : à acheter dans la première moitié du projet
  • General Operating Costs: taux forfaitaire de 10% des coûts de personnel (15% en cas de coordination)
  • Specific Operating costs : Des Coûts de fonctionnement spécifiques peuvent être prévus pour l’exécution de tâches spécifiques au projet
  • Overheads=PAFG (à prévoir !) : 5% de la somme coûts de personnel et frais de fonctionnement
  • Subcontarcting : max. 25% du budget du partenaire belge

This call for proposals is transnational i.e. the consortium shall involve partners from different countries ; each partner will be financed directly by its national/regional funding agency. i.e. FRS-FNRS for UCLouvain.

General information about SBEP – Sustainable Blue Economy Partnership

  • Pre-proposal submission deadline 14/04/2023 (13/09/2023 for full proposals)
  • Consortium: minimum of 3 eligible and independent partners requesting funding from participating funding organisations from at least 3 of the following countries
  • Each partner is funded directly by its regional/national funding agency.

!!! Please note Applicants to F.R.S.-FNRS funding must provide basic administrative data by submitting an administrative application on e-space within 5 working days after the general deadline of the call to be eligible (i.e. 21/04/2023). Please select the “PINT-MULTI” funding instrument when creating the administrative application.

  • Industrial partners and NGOs from FWB are not eligible for funding by FRS-FNRS.
  • The maximum amount of requested funding for partners from FWB is 300.000 EUR for a total period of 3 years
  • Personnel costs : max. 80,000EUR on an annual average

  • This call is co-funded : projects last 3 years. However, If the project involves the recruitment of a PhD student, the project duration of the F.R.S.-FNRS sub-project could be up to four years. The extension request must be submitted 6 months before the end of the project and must be accompanied by the positive opinion of the promoter and the support committee. In this case, the last year of the thesis will be at the expense of the F.R.S.-FNRS.
  • Operating costs (inclunding costs for « open-access » publications and data)
  • Subcontracting is limited to max. 20% of the total budget
  • Open access publication : maximum de 750 euros per article
  • Equipment is limited to max. 20% of the total budget
  • “Overhead” is not an eligible cost.

BELSPO specific Rules:

  • Maximum budget : 275,000 EUR/partner
  • Staff costs: (At least 60% of the total proposal's budget has to be devoted to staff). If the staff is not identified by name in the proposal, staff costs are limited to the following amounts:
    • 6,700 €/month FTE for a scientist with a Master's degree (regardless of years of experience)
    • 8,250 €/month FTE for a scientist with a PhD (regardless of years of experience)
    • 4,750 €/month FTE for a technician/Bachelor (regardless of years of experience)
  • Equipment needs to be purchased in the first half of the project
  • General Operating Costs: 10% flat rate of personnel costs (15% in case of coordination)
  • Specific Operating costs : can be calculated for specific operating costs to execution of the project tasks
  • Overheads=PAFG (mandatory !) : 5% of the total staff and operating costs
  • Subcontracting : max 25% of the total budget allocated to the Belgian partner concerned.
