| The objective of this course is to present to students the conceptual but also analytical and methodological tools aimed at understanding the construction of public policies. Students will then be presented with a panorama of policy analysis as an academic discipline, but they will also be familiarized with the application of this toolbox to understand and question contemporary public action. |

Content
The aim of this course is to introduce students to the conceptual, analytical and methodological tools needed to understand and deconstruct the making of public policy and public action today.
The aim is not only to provide an overview of public policy analysis as a discipline, but also to familiarise students with the application of this toolbox to understanding and questioning contemporary public action.
The seminar is also part of the teaching programme linked to the Jean Monnet EUGENDERING Chair, which focuses on the challenges of gender equality and diversity in the European Union. European equality policies will therefore form a common thread that will be explored throughout the sessions. All the case studies will be based on this sector of public action to illustrate the notions and concepts studied. The final assignment will also focus on a question related to the Chair's subject.

Teaching methods
the sessions are divided into 2 distinct parts: a "course" part and a "practical work - support in completing the final assignment" part. There is also a session focusing on the methodology of the final assignment.
In the lecture section, the sessions are divided into two parts: a lecture section and a section based on the teacher's presentation of a practical case designed to illustrate the concepts covered in the lecture section, using scientific articles.
For each of the sessions in the 'lecture' part, a list of entries, taken from the Dictionnaire des politiques publiques (2019), related to the theme of the session, is provided. It is compulsory to read these texts before the sessions. This will enable students to prepare for the sessions as well as possible and to take an active part in them.
The "practical work" part of the course focuses on support for the final assignment. This support will be collective (through an illustration of the application of a theoretical and conceptual framework for the analysis of public action to film material) but also individual (through the correction of a note prior to the submission of the final work and specific advice).

Evaluation methods
Students will be assessed on the basis of a final individual assignment designed to apply a conceptual framework derived from the analysis of public action to a specific public policy.
Students will be offered a thematic dossier. It will be up to them to choose the conceptual analysis grid they wish to apply to the case study. Students will be asked to integrate empirical elements present in the texts of the case study in order to develop a demonstration based on a theoretical choice that needs to be justified. The aim is therefore to propose a problematised piece of work and not to produce a synthesis of the proposed dossier. The assessment will focus on mastery of the chosen conceptual framework, its application and the ability to develop a personal demonstration based on analysis of the empirical data in the subject file.
The aim of the methodology session is to present in more detail what is expected of the final paper.
Students are also required to complete two other intermediate tasks (counting towards bonus points):
group preparation of an oral presentation on the analysis of a film from the perspective of the analysis of public action;
a progress report on the final assignment.
