The seminar will address two main questions:
(1) What does it mean to evaluate development projects or programs—for whom and for what purpose?
(2) How can such an evaluation be carried out in a creative, politically, and socially useful way?
Particular attention will be given to new approaches, new concepts, and new practices of evaluation, situated within a critical perspective. While the issues explored are relevant in a wide range of contexts, the course will primarily draw on the experience of projects and programs implemented by NGOs and bilateral and multilateral development agencies in the Global South.

- The design, methodological choices, and implementation of a project evaluation.
- The capacity to take a critical perspective on the evaluation process and to identify the main limitations of current practices in NGOs and development agencies.
- The exploration of alternative approaches to evaluation, highlighting participation, political creativity, and adaptability.
Successful completion of LDVLP2155 is a prerequisite.
Teaching methods
The course combines lectures, case studies, and guest lectures by practitioners. Students’ own experiences, reflections, and perspectives will be actively engaged.
Evaluation methods
Attendance at all course sessions is mandatory for all students.
Assessment will be based on the submission, during the examination session, of a written report detailing the evaluation of a project. In the resit session, students will be required to submit a similar report evaluating a project.
