Juan Carlos Ríos-Prieto - Exploring the Dynamics of Participatory Governance in War Zones

Abstract

The understanding of state and rebel governance constitute two independent strands of literature in political studies; however, the functioning of participatory processes in war zones remains overlooked. This thesis conceptually, theoretically and empirically analyses such processes in war zones. In doing so, it further explores how participatory governance looks in war-affected contexts and provides some answers regarding their policy outputs. Participatory processes are expected to positively impact the prevention of violent conflicts and promote reconciliation and development; nonetheless, in war zones, participatory processes and their related policy outputs must cope with contexts in which multiple rebel groups exercise widespread territorial and social control, creating distinctive social orders and, therefore, challenging the assumptions of how local democratic institutions function.

Résumé 

La compréhension de la gouvernance étatique et rebelle constitue deux courants indépendants dans la littérature en science politique ; néanmoins, le fonctionnement des processus participatifs en zones de guerre a été peu étudié jusqu’à présent. Cette thèse analyse conceptuellement, théoriquement et empiriquement de tels processus dans les zones de guerre. Ce faisant, elle explore davantage à quoi ressemble la gouvernance participative dans des contextes affectés par la guerre et apporte des réponses concernant les résultats des politiques qui en découlent. Les processus participatifs sont censés avoir un impact positif sur la prévention des conflits violents et favoriser la réconciliation ainsi que le développement ; toutefois, en zones de guerre, les processus participatifs et les politiques qui en découlent doivent s’adapter à des contextes où plusieurs groupes rebelles exercent un contrôle territorial et social étendu, créant ainsi des ordres sociaux distincts et, par conséquent, remettant en question le fonctionnement habituel des institutions démocratiques locales.
