Sandra Soares-Frazão a obtenu son diplôme d’ingénieur civil et son doctorat en sciences appliquées de l’Université catholique de Louvain (UCLouvain, Louvain-la-Neuve, Belgique), respectivement en 1997 et 2002. De 1997 à 2002, elle a été chargée de recherche au FNRS  où elle a mené ses recherches doctorales sur la modélisation des écoulements de rupture de barrage, à la fois expérimentalement et en développant des simulations numériques par une méthode de volumes finis. Au cours de cette période, elle s’est impliquée activement dans les projets européens CADAM et IMPACT, commençant ainsi à développer un solide réseau international.

Après son doctorat, elle a été post-doctorante du FRS-FNRS et collaboratrice scientifique jusqu’en 2007. Parallèlement, elle a effectué des séjours de recherche à Polytech Montpellier en France et à l’Université de l’Illinois à Urbana-Champaign. Elle a poursuivi son implication active dans les projets européens, IMPACT puis FLOODsite, et a été rédactrice invitée d’un numéro spécial du Journal of Hydraulic Research mettant l’accent sur les résultats du projet IMPACT, rassemblant tous les cas d’essai expérimentaux issus du projet qui sont maintenant largement utilisés comme références de référence pour la modélisation numérique des ruptures de barrages et de digues.

Depuis octobre 2011, Sandra Soares-Frazão est professeure à l’UCLouvain et chargée de recherche honoraire FRS-FNRS. Ses intérêts de recherche portent sur l’hydraulique fluviale, un vaste domaine qui s’intéresse aux écoulements dans les cours d’eau naturels avec des questions liées à la propagation des crues, en milieu naturel ou urbanisé, et au transport de sédiments pouvant induire des changements morphologiques importants dans ces cours d’eau. Pour comprendre et modéliser ces écoulements, elle combine modélisation numérique et expériences de laboratoire, de manière à toujours maintenir le lien avec la physique des phénomènes impliqués. Elle s’est spécialisée dans la modélisation expérimentale en laboratoire de situations idéalisées, représentatives de singularités réelles mais circonscrites à un environnement bien contrôlé, utilisant principalement des techniques de mesure non intrusives afin de ne pas perturber l’écoulement. Avec son équipe de recherche, elle a produit des jeux de données expérimentales utilisés par de nombreux chercheurs internationaux pour valider leurs outils de simulation. Elle développe également des outils de simulation numérique avec son équipe sous la forme d’un projet open-source appelé Watlab.

À l’EPL, Sandra Soares-Frazão enseigne divers cours et projets en hydraulique. Depuis 2020, elle est vice-doyenne de la faculté, notamment en charge de l’intégration de la transition et du développement durable dans les études d’ingénierie. Elle est devenue professeure ordinaire en 2021 et a été élue membre de l’Académie royale de Belgique en 2024, dans la classe « Technologie et Société ». 

Sandra Soares-Frazão est membre de l’IAHR (International Association of Hydraulic Engineering and Research) et participe activement au comité d’hydraulique fluviale de l’association (présidente de 2020 à 2023). Elle est également membre de la SHF (Société Hydrotechnique de France). Elle est l’auteure de plus de 70 articles de revues et de 150 articles de conférences, elle a encadré ou co-encadré 16 thèses de doctorat et supervise actuellement 5 doctorants. Outre ces activités, elle s’implique dans des activités liées aux pays en développement, à travers le réseau de coopération scientifique Nord-Sud RESCIF ou à travers les projets ARES avec Haïti notamment. Ces projets sont aussi l’occasion de confronter le confort de recherche de nos universités à la réalité des chercheurs issus de milieux défavorisés, et d'ainsi interroger régulièrement la finalité des activités menées dans nos pays.
