Why do we need a full fledge social insurance for old age disability? / Pierre Pestieau 

> This paper pursues two aims. It first surveys the concerns surrounding the anticipated evolution of the three pillars of support for loss of autonomy, examining in turn the assumptions, projections, and underlying tensions that shape each of them. It then turns to the design of a comprehensive social policy framework — one capable of ensuring that the widest possible segment of the population enjoys equitable access to long-term care, in a manner that is both consonant with family solidarity and responsive to market dynamics.
