Sqn Ldr Tara Brown is a commissioned officer in the British Royal Air Force. In September 2021, she joined the Stockton Center for International Law at the U.S. Naval War College, where she works as a military professor.

While at the Stockton Center, Sqn Ldr Brown co-teaches a course on Air, Space and Cyber Law. She has also taught international audiences at the Defense Institute of International Legal Studies, the lead US Department of Defense global security cooperation. Additionally, she was involved in the State Consultation process for the Woomera Manual on the International Law for Military Activities and Operations in Outer Space.

Prior to joining the Stockton Center, Sqn Ldr Tara Brown served in various assignments including prosecuting and defending at court martial, a deployment to the Combined Air Operations Center and advising a wide range of policy clients within U.K. Headquarters Air Command.

Sqn Ldr Tara Brown's primary area of research is within the space law domain. More precisely, her current research area is whether the existing framework in International Law is robust enough to respond to threats in outer space that fall below the level of an armed attach. Her work was notably published in Articles of War. Among other issues, she considered whether the activities of commercial actors in outer space can draw States into armed conflict, as well as other matters relevant to the Russia and Ukraine international armed conflict.
