Learning outcomes

At the end of this learning unit, the student is able to :

Acquire specific legal knowledge (Mastery of the concepts, rules, and principles of administrative law; Mastery of the secondary rules that articulate the different formal sources of law, and ability to apprehend the law as a system; and Ability to take a critical look at the law using the resources of legal theory and philosophy of law, with awareness of the relative and evolving nature of legal solutions and the controversies they can generate)
Acquire analytical, reflective, and argumentative skills based on concrete situations (Ability to analyse a situation; Develop critical thinking; Ability to construct reasoned reasoning; Introduction to the development of autonomous, coherent, and relevant thinking):
At the end of the course, the student should be able to reconstruct the main theoretical concepts of administrative law (general interest, public service, general principles of good administration, public domain, etc.), apply them to concrete individual cases, and develop a critical perspective on the evolution of administrative law in today’s society.
Acquire the methods and tools of the scientific approach (Mastery of the methods and tools of documentary research in law (legislation, jurisprudence, doctrine), with a view to exploiting the results, particularly in personal work; and Ability to conduct research with a scientific dimension independently, in compliance with scientific ethics)
Acquire analytical, reflective and argumentative skills based on concrete situations (Ability to analyse a situation; Develop critical thinking; Ability to construct reasoned reasoning; Introduction to the development of autonomous, coherent and relevant thinking)
Proficiency in written and oral communication in French (Ability to communicate, in writing and orally, a legal idea and/or reasoning, and to defend it convincingly)

The practical work allows students to learn how to seek solutions to legal problems of a practical nature. It therefore presupposes rigorous analysis (a high degree of precision is required) and critical analysis (maintaining a distance from the theses in question, within the limits of practical work).
The practical work also allows students to develop their mastery of legal methodology: researching and using legal sources, structuring a text, and correcting citations and bibliographical references.

This work also invites students to discover both the advantages and the constraints of a collective approach. Indeed, while their written work must be personal and original, students are nevertheless encouraged to cooperate, particularly in the search for sources and the identification of the legal questions raised.
The practical work also allows students to develop their ability to express themselves orally on a legal subject.
Finally, spread over approximately three months, the practical work teaches students how to manage their time, in particular to meet deadlines while taking external constraints into account, such as typing and the required number of pages,...
 
Content
The course is divided into six parts:
I. Administrative law, administration law
II. Institutions
III. Review process
IV. Unilateral and contractual administrative act
V. The public function
VI. Property

The practical work consists of writing an essay on a concrete issue, relating to some extent to a news topic.
Teaching methods
Ex cathedra lecture supplemented by exercise sessions (with casus). The subject matter is regularly updated according to the latest developments in case law or doctrine (who are examination material).

The sessions are organised in different stages in order to allow the professors to mark out the progression of the students. From the beginning of the course, the students have at their disposal the specifications manual, setting out the procedure to follow and providing bibliographical references.

An intermediate stage invites the students to hand in a status report (a review of the research that has already been done), which will enable the professor to adjust the direction taken by the student. Throughout the tutorial sessions, the probationary lecturer will be available each week to answer any relevant questions from the students and also for the teachers to assess the students' work.

Finally, the tutorials will end with a correction session, which allows a positive assessment of the work achieved.
The tutorials require the compliance with the instructions included in the specifications manual.
Evaluation methods
Written examination assessing the knowledge of the concepts, the ability to solve a casus, and if required, a reflection question.
The written examination weights for 75% of the final mark.

When the practical work is finalised, the students are marked out of 20 points.
The evaluation criteria are: the quality of the intellectual approach and the resolution of the practical case, the structure of the written work, the rigor both in substance and in form, the bibliography and the correct use of sources, compliance with instructions, spelling and participation in class.

The resolution of practical case implies the use of different sources: course syllabus, non-exhaustive bibliography of the specifications manual, library research (legislation, doctrine, jurisprudence)...
