Dual use and misuse

UCLouvain, as a university and scientific research institute, aims to offer its researchers research excellence in an open environment, based on the principle of open access.
Nevertheless, in the course of your research project, you may encounter restrictions to open access to goods or know-how for reasons such as:
- national security;
- trade sanctions policy;
- combatting terrorism;
- non-proliferation.
These restrictions are based on export control laws and regulations.

All UCLouvain staff are required to comply with these guidelines. They must demonstrate due diligence and document compliance with export control laws where applicable.

Most of the information or software that UCLouvain shares with its research partners is not export controlled or subject to trade sanctions.
Similarly, the majority of tangible items that UCLouvain exports, such as materials, prototypes, components or equipment, do not require an export licence, as they are not generally destined for the countries concerned or for individuals or organisations subject to embargoes or sanctions.
Where export controls apply, the export of regulated items, information or software may require the approval of the Walloon government (weapons licences and dual-use goods) in the form of an export licence.
