Samuel Defacqz is a scientific collaborator at UCLouvain, at the Institute of Political Science Louvain-Europe. Samuel is currently an assistant professor in public administration at the Université Laval, Québec, Canada. Among the research developped at ISPOLE, he is working on the QUALIDEM project (ERC project, coordinated by Prof. Virginie Van Ingelgom and Prof. Claire Dupuy): A qualitative (re-)appraisal of how policies shape democratic linkages in Western democracies. The QUALIDEM project offers a qualitative (re)appraisal of citizens’ (dis-)affection towards politics by relying on the core argument of the policy feedback literature: attitudes and behaviours are outcomes of past policy. It aims to explain the evolutions of democratic linkages as being shaped by public policy, and specifically by the turn to neoliberalism and supranationalisation.
Previously, Samuel also worked on the TROPICO project (EU Horizon 2020 project): Transforming into Open, Innovative and Collaborative Governments. TROPICO investigates how public administrations are transformed to enhance collaboration in policy design and service delivery, with the use of information and communication technologies. The project analyses the consequences of digital transformation in ten European countries, from a comparative perspective.
Samuel received his doctorate from UCLouvain in 2018. His dissertation, entitled The Internal Legitimacy of European Interest Groups: Analyses of National Interest Groups Perspectives, investigated the relations between national interest groups and their EU umbrellas from a qualitative and comparative perspective. During his PhD, he did a research stay at the Université du Québec à Montréal, Canada. He also worked as a Postdoctoral Fellow at the CNRS, Sciences Po Grenoble – UMR Pacte, France. His research topics include digital administration, e-governance, public policy, interest groups, legitimacy and comparative politics. Samuel also is member of the Management Team of the network COMPASSS (COMPArative Methods for Systematic cross-caSe analySis).
