Research
Frédéric Dopagne’s current research mainly revolves around the following topics:
- In diplomatic law: the basic mechanisms of diplomatic relations broadly speaking (forms and regimes of representation, reciprocity, privileges and immunities, etc.)
- In the law of immunities: among other issues, waivers of immunity, immunity v. serious breaches of international law, the immunity from execution of central banks, freezing and confiscating official assets
- In the law of international organizations: the participation in, and representation within, international organizations
- In the law of treaties: the suspension and termination of treaties
- In the law of international responsibility: the adoption of countermeasures
The main, cross-cutting research directions are currently as follows:
- The national practices of diplomatic law, the law of immunities and the law of treaties
- The implication of the executive branch in immunity issues
- Sanctioning wrongful acts in diplomatic law, the law of immunities and the law of international organizations
- The European Union, considered in relation with each of the five research topics above
- The interactions between international law and domestic legal systems

Frédéric Dopagne has been a part-time professor at the University of Louvain since 2008. He teaches public international law, and more particularly the law of immunities, diplomatic law as well as the law of international organizations. Since 2015, he is the director of studies of the Advanced Masters (LL.M.) in International Law and European Law.
Since 2012, he is also a visiting professor at the University of Liège. Moreover, he was a guest professor at the University of Leiden, the University of Burundi, the Catholic University of Lille and the Royal Military Academy (Brussels). A former Secretary-General of the Belgian Society of International Law (2017-2022), he is on the Board of the French Society for International Law as well as the respective boards of editors of the Belgian Review of International Law and Oxford International Organizations.
In connection with his practice of international law, he advises and represents sovereign States, international organizations, corporations and individuals. He assists them with a wide range of issues in various areas of international law, with a special emphasis on the law of immunities (State immunity, diplomatic immunity and immunities of international organizations), diplomatic law, the law of international organizations, the law of treaties and the law of international responsibility (including international and European sanctions). He has been a member of the Brussels Bar since 2010.
He is a former adviser to the chairman of the Belgian Senate’s Committee on Supervision of Military Missions Abroad (2009-2010). In 2023, he was appointed as a member of the Chamber of Basic Banking Services for Companies and Diplomatic Missions (Belgian ministry of economy).
