PALIM : Action research (2019-2021)

EDEM is conducting, in collaboration with ENABEL and the other project partners, action research on the implementation of the PALIM pilot project. This EU-funded project aims to address ICT labour shortages in the Flemish Region in collaboration with the Regional Ministry of Employment and its specific regional policy on local economic development; and in Morocco, in cooperation with ANAPEC, the General Confederation of Moroccan Enterprises (CGEM) and the Moroccan Association of ICT Employers (APEBI). Its objective is to implement legal channels for immigration through employment.

The research includes a socio-economic component (employment outcomes), a legal analysis of labour migration policies, including the implementation of the single permit in the Flemish region and an analysis in terms of the integration of Moroccan workers in Belgium.

The objective of the action research is, after surveys and interviews with workers and employers, to observe the creation of the labour integration model, to monitor it, to assess its strengths and to identify the main areas for improvement, allowing the identification of elements that will be essential for its sustainability and replication in the future.
