Annotation:
MDOs : means mentally disordered offenders. They are people who have a mental illness and who have committed a crime or an offense. In Belgium, this corresponds to the status of "internment". The person has been recognized as irresponsible for their actions because of their illness and must be treated rather than sentenced.
