DL: Report au 13/07/2020 - Date de clôture de l'appel Spécial Coronavirus - Projets Exceptionnels de Recherche (PER)
"Le Conseil d’administration du F.R.S.-FNRS qui s’est réuni ce mardi 23 juin 2020 a décidé de reculer la date de validation des demandes de Projets Exceptionnels de Recherche (P.E.R.) au lundi 13 juillet 2020 à 14h00 (heure locale de Belgique) au lieu du mardi 7 juillet 2020 à 14h00, afin de permettre aux équipes de recherche de disposer de plus de temps pour la préparation et le dépôt de leurs dossiers.
Pour des raisons d’organisation administrative, le Conseil d’administration du F.R.S.-FNRS a également décidé de postposer la date de démarrage des projets, initialement prévue au 1er septembre 2020, au 1er octobre 2020. »
Par conséquent, pour les chercheurs ayant déjà commencé à remplir le questionnaire en ligne et la partie scientifique, il est nécessaire de bien vérifier que les informations enregistrées dans la candidature, en particulier les postes de personnel sollicités, respectent cette nouvelle date de démarrage.

Le Fonds de la recherche scientifique - FNRS a ouvert l'appel « Projets Exceptionnels de Recherche – PER » 2020 dont les thématiques sont :
- Etudes épidémiologiques et translationnelles,
- Physiopathogénie de la maladie (interactions virus-hôte et réponse immune),
- Mesures de prévention et de contrôle de l’infection en milieu de soins (y compris les meilleurs moyens de protéger les agent·e·s de santé) et en milieux communautaires,
- Développement de tests en biologie clinique
- Enjeux géopolitiques
- Éthique de la recherche, du soin et des droits humains
- Représentations, perceptions, attitudes et comportements relatifs à l’épidémie et à l’organisation des soins
- Politique de santé et acceptabilité des décisions
- Impacts économiques globaux de la crise.
Ce nouvel instrument permet de financer 2 ans de projet pour un montant total de 260.000 EUR:
- frais de personnel : scientifique doctorant (boursier ou non), scientifique postdoctorant (boursier ou non), scientifique non-doctorant salarié, technicien – Certaines catégories sont plafonnées ! (voir mini-guide)
- frais d’équipement
- frais de fonctionnement
- sous-traitance: jusqu’à 20% du budget total sollicité (négociable sur justification spécifique).
Remarques importantes
- les transferts entre catégories en cours de projet sont autorisés moyennant notification écrite au F.R.S.-FNRS !
- cumul autorisé avec les autres types de financement F.R.S.-FNRS
- participation de co-promoteur·trice·s ( avec budget) et porteur·euse·s de projets (sans budget).
- Si un partenariat est envisagé avec les Cliniques, nous vous conseillons vivement d’associer celles-ci dans votre proposition en leur attribuant, au même titre que l’université, un budget ainsi que des work-packages spécifiques.

Les projets peuvent être introduits en français ou en anglais, mais l’utilisation de l’anglais est recommandée.
Calendrier
L’appel se déroule selon le calendrier suivant:
- le plus tôt possible (pour un meilleur suivi administratif), et au plus tard le lundi 6 juillet 2020 à 14h : démarrage de la demande sur E-Space;
- avant le mardi 13 juillet 2020 à 14h: validation électronique par le·la promoteur·trice principal·e ;
- avant le lundi 13 juillet 2020 à 14h: validation électronique par le·s co-promoteur·trice·s éventuel·le·s ;
- début des financements le 1er octobre 2020
Eligibilité du promoteur/co-promoteur Communauté française de Belgique
Tant le·la promoteur·trice principal·e que les co-promoteur·trice·s appartenant à la Communauté française de Belgique doivent être nommé·e·s à titre définitif ou bénéficier d’un poste probatoire.

"The FRS-FNRS decided to postpone the validation date for requests for Exceptional Research Projects (PER) to Monday 13 July 2020 at 2 p.m. (Belgian local time) ) instead of Tuesday 7 July 2020 at 2 p.m., to allow research teams to have more time for the preparation and submission of their propositions.
For reasons of administrative organization, the F.R.S.-FNRS also decided to postpone the start date of the projects, initially scheduled for September 1, 2020, to October 1, 2020. "
Consequently, for researchers who have already started to complete the online questionnaire and the scientific part, it is necessary to check that the information recorded in the application, in particular the staff positions requested, respect this new start date.
The Scientific Research Fund - FNRS opened the 2020 “Exceptional Research Projects - PER” call, the themes of which are:
- Epidemiological and translational studies,
- Physiopathogeny of the disease (virus-host interactions and immune response),
- Infection prevention and control measures in the healthcare setting (including the best ways to protect health workers) and in community settings,
- Development of tests in clinical biology
- Geopolitical issues
- Ethics of research, care and human rights
- Representations, perceptions, attitudes and behaviours relating to the epidemic and the organization of care
- Health policy and acceptability of decisions
- Overall economic impacts of the crisis.
This new instrument makes it possible to finance 2 years of project for a total amount of 260,000 EUR:
- staff costs: doctoral scientist (scholarship or not), postdoctoral scientist (scholarship or not), salaried non-doctoral scientist, technician - Certain categories are capped! (see mini-guide)
- equipment costs
- operating costs
- subcontracting: up to 20% of the total budget requested (negotiable on specific justification).
Important notes
- transfers between categories during the project are authorized subject to written notification to the F.R.S.-FNRS!
- cumulation authorized with other types of F.R.S.-FNRS funding
- participation of co-promoters (with budget) and “porteur de projet” (without budget).
- if a partnership is envisaged with the Clinics, we strongly advise you to associate them in your proposal by assigning them, in the same way as the university, one budget as well as specific work-packages.

Projects can be submitted in French or English, but the use of English is recommended.
Timing of the call
The call takes place according to the following schedule:
- as soon as possible (for better administrative follow-up), and no later than Monday July 6, 2020 at 2 p.m.: start of the request on E-Space;
- before Tuesday July 13, 2020 at 2 p.m.: electronic validation by the main promoter;
- before Monday July 13, 2020 at 2 p.m.: electronic validation by the possible co-promoters;
- start of funding on October 1, 2020.
Eligibility of the promoter / co-promoter of the French Community of Belgium
Both the main promoter and the co-promoters belonging to the French Community of Belgium must be appointed on a permanent basis or benefit from a probationary position.
