Le Fonds de la recherche scientifique - FNRS a ouvert l'appel « Crédits et projets » 2023.
Les instruments liés à cet appel sont les suivants :
- crédit de recherche (CDR) : fonctionnement, fonctionnement de support, petit équipement (2 ans, min. 5.000 €/an, max. 31.500 €/an) ;
- projet de recherche (PDR) : personnel, fonctionnement, fonctionnement de support, petit équipement (2 ou 4 ans, max. 84.000 € mono-univ./120.750 € pluri-univ. en moyenne annuelle) ;
- équipement (EQP) : équipement d'une valeur comprise entre 30.000 et 200.000 € TVAC (2 ans) ;
- mandat d'impulsion scientifique (MIS) pour chercheurs jusque PhD+12 : personnel, équipement, fonctionnement (3 ans, max. 157.500 €/an);
- crédits de l’Institut interuniversitaire des sciences nucléaires (IISN) pour des recherches en physique des particules, physique des astro-particules, recherches théoriques fondamentales.
Les projets peuvent être introduits en français ou en anglais, mais l’utilisation de l’anglais est recommandée pour les domaines SEN et SVS.
L’appel se déroule selon le calendrier suivant:

Nouveautés 2023

- Suppression des plafonds liés à certains coûts : frais d’utilisation d’IRM et MEG ; frais de personnel relevant des catégories Scientifique non-doctorant et Technicien.
- PDR – Porteur de projet : En cas d’octroi, sur demande du promoteur principal, le F.R.S.-FNRS pourrait délivrer une attestation reconnaissant la contribution d’un chercheur (jeune collaborateur ou postdoctorant par exemple) à la rédaction du projet. Le chercheur concerné pourrait alors faire valoir ce document dans son curriculum vitae.
Partenariat Clinique UCLouvain – université (PDR)
L’implication des cliniques UCLouvain doit être décrite dans la partie scientifique par l’attribution de tâches.
Eligibilité du promoteur
Tant le promoteur principal que les co-promoteurs doivent être nommés à titre définitif (les académiques en période probatoire sont toutefois admis, les nouveaux académiques - nommés avant le 15/11/2023 - le sont aussi!). Au cas où il est prévu que le candidat promoteur principal ou co-promoteur accède à la pension/l’éméritat après le 18/07/2023 et avant la fin du financement s’il est accordé, le dépôt de la candidature est conditionné à l’accord préalable du Recteur.
S’il est prévu que le promoteur accède à l’éméritat pendant la durée prévisionnelle de l’octroi ou du projet, il importe d’informer l’ADRE rapidement de son intention de déposer une candidature et de préciser le nom de l’académique qui reprendra la gestion de l’octroi ou du projet. L’ADRE se charge ensuite de solliciter l’approbation du Bureau Exécutif.
PDR – Réseau WEAVE
Possibilité de soumettre des propositions de projets collaboratifs dans le cadre de l'instrument PDR lors de l’appel Crédits et Projets avec les institutions de recherche luxembourgeoises éligibles auprès du FNR Luxembourg, les institutions de recherche suisses éligibles auprès du SNSF Suisse, les institutions de recherche néerlandophones éligibles auprès du FWO et les institutions de recherche allemandes éligibles auprès du DFG.

- DFG - Les projets en collaboration avec un partenaire allemand ont une durée de 3 ans avec un financement équivalent à celui d’un PDR d’une durée de 4 ans. La date de début du PDR est fixée au 1er avril et la date de fin au 31 mars.
Je vous invite à être particulièrement attentifs à l'estimation des coûts de personnel, les coûts indiqués dans la demande détermineront le montant octroyé et ne pourront plus être modifiés. Il est donc indispensable de prendre contact avec votre CLC ou l’Administration des ressources humaines (ARH) afin d'établir une estimation la plus précise possible.

The « Credits and projects call 2023” is open for online submission on E-Space.
Instruments:
- Research credit (CDR) : operating costs and small equipment (2 years, min. 5.000 €/year, max. 31.500 €/year) ;
- Research project (PDR) : operating, personnel and small equipment costs (2 or 4 years, max. 84.000 € single / 120.750 € cross-university. on annual average);
- Equipment (EQP) : equipment between 30.000 and 200.000 € VAT-included (2 years);
- Incentive Grant for Scientific Research (MIS) for young researchers (PhD+12) : operating, personnel and small equipment costs (3 years, max. 157.500 €/year);
- Credits of the Interuniversity Institute of Nuclear Sciences (IISN) : research in particle physics, astro-particle physics and fundamental theoretical research.
It is recommended to applicants who will apply in SEN (Exact and Natural Sciences) and SVS (Health and Life Sciences) domains to submit their applications in English.

Changes compared to 2022
o Removal of ceilings related to certain costs: MRI and MEG usage fees; personnel costs falling under the categories of Non-doctoral researcher and Technician.
o PDR - Project Contributor : In case of granting, upon request of the main sponsor, the F.R.S.-FNRS could issue a certificate recognizing the contribution of a researcher (young collaborator or post-doctoral fellow for example) to the writing of the project. The researcher concerned could then include this document in his curriculum vitae.
Clinic – university collaboration (PDR)
The involvement of the UCLouvain clinics must be described in the application form (task and work packages undertaken by the Clinics + budget).
Eligibility
The main promoter as well as the co-promoter must be permanently appointed to an academic or scientific position or on probation in the university (appointment at the latest by 15th November). If the main promoter-applicant who is appointed permanently and accesses pension / becomes professor emeritus after July 18 2023 and before the end of the funding scheme in case of granting, the submission of the application shall be subject to the prior approval of the Head of institution where the research will be carried out. In this case, please contact us as soon as possible and provide us the name of the professor who will take over the project. We will contact the BEX for approval.
PDR – WEAVE : possibility to submit collaborative project proposals, as part of the PDR instrument within the framework of the Credits and Projects Call 2023, with Luxembourg research institutions eligible to the FNR Luxembourg, Swiss research institutions eligible to the SNSF Switzerland, Flemish research institutions eligible to the FWO and German research institutions eligible to the DFG Germany.

- DFG - Projects in collaboration with a German partner have a duration of 3 years with a funding equal to that of a 4-year PDR. The PDR starting date is set for the 1st April and the ending date for the 31st March.
We advise you to contact your CLC (Cellule Logistique et Comptable) or the ARH (Human resource department) to obtain an estimate of the personnel costs.
