In structural terms, the Institute for Language and Communication offers numerous services both to the members of the university (internally) and to civil society (externally).
Defining in detail the types of service to society provided by the ILC and its members calls first of all for agreement on the activities to be performed in this context.
Together, the components in this process – editorial committees, types of expertise – can be said to constitute, to a greater or lesser degree, the institute’s ecosystem, the place where its network of expertise can flourish and grow.

EarlyTracks is a technology company: we develop solutions to address specific issues we face to achieve our mission of organizing medical records. Over the years, EarlyTracks (and its sister organization, CENTAL) has built powerful solutions and expertise in the fields of Medical Text Mining and Semantic Technologies. We use a mix of advanced technologies in AI (machine learning, ao.) and formal knowledge representation (semantic web technologies) mixed with domain standards for interoperability (SNOMED CT and HL7 in particular).

Which activities should be put to use in the service of society?
In a punctual and detailed manner, describing the missions of service to society provided by ILC and its members first requires agreeing on what is covered by the expression “Service to society”. To delimit this scope, the institute began work in 2011 that crosses two nomenclatures: the "indicative list of activities to be valued within the framework of the service mission" drawn up by the Council for Service to Society (CSE) of the university, and the four poles on which the CSE is based.
The four organising poles of the Council for Service to Society are:
- adding value through technology transfer
- adding value through expertise
- regional development
- sustainable development
The ‘indicative list of activities to be put to use in the service of society’ comprises the following activities [1]:
- Organising and/or taking part in conferences and seminars for the business world or civil society;
- Media contributions;
- Study contracts on subjects commissioned by public or private decision-makers;
- Expertise and consultancy for certification and standardisation organisations and operators;
- Participation in regional, community and federal bodies;
- Clinical expertise (physical and mental health);
- Projects in the context of development cooperation;
- Participation in non-profit organisations involved in knowledge-sharing and regional development;
- Publishing popular science books and articles;
- Publications aimed at socio-economic actors;
- Training socio-economic actors;
- Responsibility for and/or participation in lifelong-learning programmes;
- Support for non-university education;
- Creating prototypes, methods and innovative processes;
- Contributing to spin-off incubation; declarations of invention and patents (if not part of the research component), other technology transfer activities;
- Services to third parties;
- Data collection (corpora, observations, economic data, etc.) and distribution of data (free of charge or for payment).
On the basis of these two cross-referenced lists, a preliminary inventory classified the services to society provided by the ILC. The exercise stimulated reflexion on the concept of ‘service’ and on the best way to record it in a manner that was both detailed and clear. It also allowed the addition of a chapter, from 2012 onwards, on ‘Research tools developed internally’ in the research activity report. The chapter includes ‘Data collection (corpora, observations, economic data, biobanks, etc.) and data distribution (free of charge or for payment), and ‘Creation of prototypes, methods and innovative processes’.

[1]Unlike the CSE, the ILC has chosen deliberately to limit this list to services provided externally, i.e. in civil society, and not to include services provided to the UCLouvain as an institution. At its Council of 12 December 2011, the ILC took the view that services provided internally (e.g. chairing a council, committee secretariat, membership of a working party) fell more under the heading of management, and that there was no link between this UCLouvain-internal support and any kind of societal impact. The ILC of course stressed that a register should also be drawn up of these internal tasks, which are often numerous and insufficiently visible. Nonetheless, they cannot be seen as forming part of service to society.
