Kevin Hartmann Cortes is a Colombian Lawyer from Universidad del Rosario in Bogotá. He holds a Master in Political Sciences avec grande distinction at Université Libre de Bruxelles in Belgium and a Master in Labour Policies and Globalisation from Universität Kassel & Hochschule für Wirtschaft und Recht in Berlin, Germany. He has experience as a legal and political advisor for the former President of the Chamber of Representatives in Colombia. At the Hoover Chair he will perform his PhD research on Automatic Adjustment Mechanisms, their potential links with Public Finance Mechanisms such as fiscal and budgetary rules and the challenges they pose regarding inter-generational justice and equity.
